A real estate appraisal expert witness is a qualified professional appraiser who specializes in providing testimony in legal proceedings regarding the value of real estate properties. This expert witness is typically retained by one of the parties involved in the case, such as a lender, an insurer, a property owner, or a developer, and is expected to provide an unbiased and independent opinion of the value of the property in question.
The real estate expert witness is an experienced appraiser, who is knowledgeable in the field of real estate appraisal and The Uniform Standards of Professional Appraisal Practice (USPAP) and/or International Valuation Standards (IVS)—the law—and will be able to explain the methodology and reasoning used to arrive at their valuation. They will be able to provide the court or jury with an understanding of the factors that influence the value of a property, such as location, condition, and market trends. They will also be able to explain the different types of appraisal methods, such as the cost approach, the sales comparison approach, and the income capitalization approach.
The real estate appraisal expert witness will be able to explain the industry standards and regulations (USPAP/IVS) that apply to the appraisal, and will be able to refute the testimony of other expert witnesses if the opinion is not supported by the facts and the industry standards. They may also be required to provide an expert opinion on the credibility of the appraiser or the appraisal report (Appraisal Review).

When, as part of Dodd-Frank, the Federal Deposit Insurance Corporation (FDIC) acting for and on behalf of the U.S. Federal Reserve and all inter-agency regulators sought the appraisal expertise to develop, implement and monitor the new National Appraisal Ordering and Appraisal Review Protocols for the United States and all U.S. territories, it came to Mr. Siegler.
Mr. Siegler holds international valuation accreditation as Fellow, Royal Institution of Chartered Surveyors (FRICS), and he is the only RICS accredited expert witness in the United States and all of the Americas—one of only a handful of such expert witnesses in the world holding the much-coveted RICS Expert Witness Accreditation Service (EWAS) Certification.
Mr. Siegler holds TS Clearance with the U.S. Government, and he is uniquely qualified to practice before U.S. Government agencies in national security-related valuation and other special matters.
