Rebuttal Appraisal
A Rebuttal Appraisal is a second appraisal that is conducted in response to a prior appraisal that is believed to be inaccurate or incomplete. It is typically used in legal or dispute resolution situations, such as in eminent domain cases, real estate litigation, or insurance claims.
The purpose of a rebuttal appraisal is to provide an independent and unbiased opinion on the value of the property in question, and to refute any errors or omissions in the prior appraisal. The appraiser who conducts the rebuttal appraisal will typically use the same methods and standards as the original appraiser, but will also consider any additional information or evidence that has come to light since the original appraisal was completed.
The appraiser who conducts the rebuttal appraisal will typically be required to have the same qualifications and certifications as the original appraiser. They will also be required to use the same type of appraisal form and to follow the same guidelines and standards as the original appraiser.
Rebuttal appraisal is conducted by an expert appraiser, who is independent from the parties involved in the dispute, and will provide an unbiased opinion. The goal of the rebuttal appraisal is to provide a fair and accurate estimate of the property’s value and will be used as evidence in a court of law or in other legal proceedings.

When, as part of Dodd-Frank, the Federal Deposit Insurance Corporation (FDIC) acting for and on behalf of the U.S. Federal Reserve and all inter-agency regulators sought the appraisal expertise to develop, implement and monitor the new National Appraisal Ordering and Appraisal Review Protocols for the United States and all U.S. territories, it came to Mr. Siegler.
Mr. Siegler holds international valuation accreditation as Fellow, Royal Institution of Chartered Surveyors (FRICS), and he is the only RICS accredited expert witness in the United States and all of the Americas—one of only a handful of such expert witnesses in the world holding the much-coveted RICS Expert Witness Accreditation Service (EWAS) Certification.
Mr. Siegler holds TS Clearance with the U.S. Government, and he is uniquely qualified to practice before U.S. Government agencies in national security-related valuation and other special matters.
